In the real world, the pax figure given to the crew when they turn up to ops for flight planning is very rarely the pax figure they take off with. No-shows and late arrivals are pretty common events.
How does this manifest itself? The despatcher in person or ACARS will inform the crew that there's a late change and they'll then need to be involved in a decision-making process that often hampers departure. If it's no-shows, have bags been loaded? If so they'll have to be removed as leaving them would be an unacceptable security risk. That takes time. If it's late adds, have the holds been closed? If so, there may well be a delay while the handlers quickly open up a hold door and throw in the bags while no one is looking. Can the crew accept a late pax? Company likes them to go - it's good PR - but the ops guys hate it as it jeopardises an on time departure. The captain therefore has to balance a possible score increase for accepting late pax against the potential score hit if he's late.
Just some idle thoughts...

Andy, Both this (having PAX-count differences) and even having the FA count being "short" is something that I've advocated for many years. Neither are firmly on the plate... but it might be that in a future version of FSCaptain (ATP) both might appear. Regards,

Captains, I'm drawn to this possible feature ( PAX differences only... the FA count is always correct!) possibly for 1.8.4 Beta work. Please post any ideas here, or send them to us in email!!! For an example... perhaps your settings might have 20% of PAX flights with +- 5% of the initial PAX count as a variable. So if you're flying an aircraft that's an 100 PAX seater, every 5th flight might have +5 or -5 PAX to board. The maximum PAX count would not be exceeded of course. Likewise, tiny or small aircraft with light loads would not end up with 0 PAX loads. But all of those flights in between could have some surprises delivered by ACARS. I'll go into the possible effects on a flight if anyone reacts to this post.... Best,
