We do have a concept called "suppression" in FSCAI where when ground targets are under attack their fire will be suppressed, that is they will either stop shooting entirely or lose accuracy. The effect is highly skill based - the lower the skill the more they are suppressed. I got this from reading accounts of the air war in SEA. A unit doesn't itself have to be under attack to be suppressed - other units in the vicinity being damaged can affect them; and for lower skill units, simply having explosions in the vicinity will do it.
