Dutch,
I typically being using the in flight "mission" assignment, but due to loading issues with the CaptainSim 757 I have to use more than often the Flight Dispatch (which I don't mind doing and like)... the problem comes when finding a flight. Any time I close and open FSC Administrator and search for a flight I don't get random load and passenger counts is always static... I can literally search multiple times for a "random" flight and always get the same list of passenger with payload.
Hopefully there's a way to randomize your findings to make things more interesting and not so predictable.

I have the same problem with Cs-727-100. IF I loaded from "Flight Dispatch" my pax total always 70.

Notice the common denominator here - Captain Sim. I think what's getting you is the ACE tool, which contains Captain Sim's own aircraft loader. Since it's built into the aircraft, it will override anything FSCaptain tries to do.
To not use the ACE tool, click on the 'Preflight' button (in the ACE tools itself not FSCaptain) and insure that the number of passengers is zero and the cargo weight is zero. Check SAVE if you changed them. Then the ACE tool won't try and load anything.
At least, that's how it works with my CS 727-100.

I'll be testing things out further... but sure looks like the in game mission selection is definitely behaving as expected when before it wasn't but unfortunately the "Flight Dispatch" still generating the same amount of "random" PAX... it will start with 142 and if I cancel and search again it will show 70 PAX next time... etc... So still seeing the issue on the Flight Dispatch.

Well... it "look" like it worked. When I went into the FSX Fuel and Payload page to get the CG I found that ALL the weight has been shifted to the front of the aircraft and effectively making it unbalanced... for testing purposes I've tried such configuration and the landings are horrible.
I have to basically use the ACE tool like before to pre-set the slots that FSCaptain will be loading for the flight so I can have an even weight distribution.
Keep in mind that I fly the B757 and not the B727.

Dutch,
I believe I've found a way to get it to work by reviewing what you stated and applying an extra step to it. So here are the steps for anyone to do on a CS-B757 and possibly any CS craft using ACE.
1. Open ACE 2. Set PAX count to 0 3. Set Cargo weight to 0 4. Activate ALL 9 containers (so they're not white but green (color may vary)) 5. Click Save button 6. Exit.
By doing the above steps I was able to go into FSX and have the loading process go smoother. Unfortunately the fuel loading has problems since it requires me to go into the fuel and payload screen in FSX to set the 3 fuel tanks to 0. I was able to automatically set the left and right tanks to 0 by saving my startup flight (simple plane) after making the adjustments. So still trying to find a way to get the center tank set to 0 by default.
Dutch... it will be nice if FSCOM can ensure the fuel tanks are empty prior to start loading up fuel and hopefully an option to simulate fuel loading instead of just loading the fuel all of the sudden when desired.
