Hi Paolo,
there are two options to deal with this problem.
1) Start the administrator outside of P3D3 (Asministrator.exe is located in FSCaptain\bin)
2) Manually add an entry to the dll.xml file of P3D3 using Notepad.exe. That file is located in C:\Program\Data\LockheedMartin\Prepar3D v3\ The corresponding file in P3D 2.5 is located in C:\Users\YOUR_USERNAME\AppData\Roaming\Prepar3D v2\
Copy the block
<Launch.Addon> <Name>FSCaptain</Name> <Disabled>False</Disabled> <ManualLoad>False</ManualLoad> <Path>FSCaptain\bin\FSCaptain.dll</Path> </Launch.Addon>
into the dll.xml file of P3D3, just before the line </SimBase.Document> (that should be the last line).

Paolo, I have one more test to make for 1.7.0 Release Build download (just to make sure the Start Menu shortcuts are properly made), and then FSCaptain will be P3D3 aware - handling the dll.xml correctly. ( If I can believe all the testers, that is. )

I apologize for my bad English so I think I badly expressed. The Dll.xml file is written correctly because the menu Prepar3D v3 heve FSCaptain and I can read all the entries. After end the simulator if I try to open the Admin, I need to have the EMT enabled.
I'm waiting for the new 1.7 Release.

Just to be sure (and to save time): Even with an update with Visual C++ 2013 RTL libraries (as stated in the readme) I am not able to run FSC 1.70 on a WIN XP 64 bit machine?

We have not had any XP user able to run the new Admin and FCDU EXEs. We do not know why.
They seem to be able to run GAU and DLL but not EXE - which are all built out of the same code, making this bizarre.
We're not giving up, and once the 1.7.0 post-release bug hunt dies down, I'll return to see what will be possible.
If you like, when it's time I'll email you links to "test builds." Once we find the sweet spot, XP users will be back in the fold.
