I just did some more testing and noticed that AAA (ZSU-23-4) does not fire at my. KS12 and SA-13s do.
Any idea?
I added two log-files to show what happend (or better, what not happened).
Also of interest for me: I added another vehicle:
M901_Patriot_16_Canister,M901_Patriot_16_Canister,SAM,2,10,30,180,M901_Patriot_16_Canister,SA-13,,,,
This one does not show up at all, even not in the "non-weaponized"-vehicles list. It´s also not even logged in the Log-files...

Oh, and to add: AAA-weaponized ships do shoot at me!

Since it wasn't really present in Southeast Asia until 1975, I haven't used the ZSU-23 in any of my testing.
In my weapons.cfg file the ZSU-23 is entry is:
ZSU-23 ,0 ,GUN ,A ,3000 ,0100 ,5000 ,00,00,4 , 50,120, 6, 180,1200, 15, 0 ,1,000,0001,0,AAW_Tracer_Orange , ,"Shilka" Mobile AAA
and in my vehicles.cfg it is listed as:
ZSU-23-D,Shilka,AAA,2,10,30,180,FSXatWarPack1_AAA_ZSU23_Desert_ops,ZSU-23,,,,,,,
I couls be wrong, but I think the problem you are having is due to the model name in the Vehicles.cfg file, because I see in my P3D\SimObjects\GroundVehicles it is "ZSU_23_4" not "Shilka".
So I suggest changing the Vehicles.cfg entry to this:
ZSU-23-D,ZSU_23_4,AAA,2,10,30,180,FSXatWarPack1_AAA_ZSU23_Desert_ops,ZSU-23,,,,,,,
The last part of the entry_ZSU-23) is correct though, since it ties the entry to the name listed in the Weapons.cfg file.
Also, I notice that some of the weapon parameters, such as range and rate of fire, etc... seem to be incorrect, so maybe try this Weapons.cfg entry:
ZSU-23-D ,0 ,GUN ,A ,3000 ,0100 ,5000 ,00,00,4 , 50,120, 6, 180,1200, 15, 0 ,1,000,0001,0,AAW_Tracer_Orange , ,"Shilka" Mobile AAA

Hajo, have you managed to simulate radar SAMs with FSCAI? Thank you! From what I remember after communicating with Dutch, RADAR and SAMs in FSCAI are something that hasn't been created yet. I don't think he's even had the time to start on it yet.
I have been able to create test missions where FSCAI controlled AI attacked....well, tried to attack at least.... Tacpack SA-2 SAM sites, but the AI can't detect any RADAR emissions. They just identify the sites visually and then try to attack them.... but since they don't have ECM, they get shot down every time. I could make it into the site most of the time, since I had ECM, but it only protects my airplane.
I hope to one day to see FSCAI implement RADAR and SAM capability, since it would also make it possible to have RADAR directed AAA and ECM capability for the AI and human controlled aircraft.
Also it would probably make it possible to "area jam" where a plane can jam RADAR over an area, similar to how the EB-66's jammed the N. Vietnamese RADAR.
Also, the USAF used to equip one aircraft in a 4 ship formation with an ECM pod and as long as they stayed in a tight group they were all protected.
